Generally, you can find free Avatars all over SL at freebie locations. Search "Freebie Universe" in your SL viewer, for example. The major issue is that content creators generally only make their previous generation of skins and shapes available as freebies - as they sell the current generation for profit.
At the Altamura store, you can pick up two free group gifts from the panels located at the entrance: free Bento, Bakes on Mesh-compatible full-body (i.e. head and body) mesh avatars! ETA 1: Okay, it would seem that someone somewhere behind the scenes jumped the gun on this and made these items public before they should have been! The Avatar Welcome Pack has now been hidden/removed from the Library folder, at least for now. However, anything that you copied over to the main inventory folders (by wearing the items) is still there and able to be used.
