If you want a room with porthole windows (rather than a verandah), the vast majority of those rooms are on Deck 2. The one problem with Deck 2 is that the deck plans don't tell you what is below, so you are taking a gamble. People who have stayed on that deck can tell you what specific rooms are quiet, and which ones to avoid. Good luck.

For my family, we like the quiet so enjoyed deck 7 forward (forward side of the stairs). There’s only one way in and one way out, so minimal foot traffic. We have a 2-year old and it’s a great area to ensure a quiet nap and bed time. My wife and I also work out, so were on the correct side of the ship for the gym.
Cabins on the Fantasy - pros and cons of all - Disney Cruise Line ...
As far as decks go, some people like to avoid deck 10 since it's under the pool deck. I've been on deck 8 on the Magic, which has the same position, and really didn't find it an issue. On the Dream and Fantasy, we love the aft staterooms, since they have the oversized balconies. The vibration is really only an issue when docking.

Which deck is best? - Disney Cruise Line - TouringPlans Discussion Forums
I like Deck 2 on the Magic and Wonder. Have not tried it on the Dream or Fantasy. For the Dream and Fantasy my favorite are the 8B cabins - the OV ones in the forward portion on Deck 9. I was in a veranda on Deck 5 on the Fantasy once and hated it. Too midship, people could look down on the balcony, and the kids’ clubs are on that deck.

If you look at the Wish deck plans, Deck 5 (right below your Deck 6 area of interest), the aft is Arendelle (Frozen) dining room and the forward is Senses Spa and the fitness center. How are the rooms on deck 6? - Disney Cruise Line - Cruise Critic
I have stayed on deck 6 (midship/starboard). We really enjoyed it. It was very quiet. We are staying on deck 6 again this year. Be aware that the lifeboats are directly below your balcony. See photo. This did not bother us at all, but some people do complain about the lifeboat being right there.

Although I have not personally stayed in the Disney Fantasy staterooms 8550 and 8552, in reviewing the deck plans these rooms are directly below staterooms on Deck 9. In my experience, the staterooms we have stayed in that were below other guests were peaceful and quiet. I don't believe you will hear any chairs dragging in these staterooms.

We are always Deck 6 forward on the smaller ships and like PP said - very quiet. I would advise looking at deck plans for what some PPs have said - like whether your cabin is a connecting cabin, proximity to elevators and stairs (more people using = more conversations = more noise), how many other cabins are around (the more forward you are, or aft, the fewer people are going to be passing by ...
