In previous versions of Word, it was possible to set a custom keyboard shortcut to bring up the "Paste Special" context menu. I am not sure what is causing this, but every time I restart my system, the paste options in MS office apps such as outlook and word get disabled. I also see that the value of PasteOptions in \HKEY_CURRENT_USER\SOFTWARE\Microsoft\office\16.0\common\General is set to 0 even after I manually set it to 1.
It has been reported in the past that Word may ignore that option unless you keep "Show Paste Options button" enabled. As Viorel suggested, please check cut & paste function in Word and other programs.
