The tooltips may annoy you, but if you hold the Alt key down, Alt+ shortcuts will work fine. The tooltips are actually for sequential touching: Alt then f for the File menu (backstage). If there is not a keyboard shortcut that conflicts, the tooltips will work as well, but they will not override a keyboard shortcut.
