Cloud Billing is a collection of tools that help you track and understand your Google Cloud spending, pay your bill, and optimize your costs. A Cloud Billing account defines who pays for a given set of Google Cloud resources. To use Google Cloud services, you must have a valid Cloud Billing account, and must link it to your Google Cloud projects.

In Google Cloud, you can set up a self-serve, online Cloud Billing account and use it to define who pays for a given set of Google Cloud resources. You use Identity and Access Management (IAM) roles to control access to a Cloud Billing account.

If the Cloud Billing account was associated with different Google payments profiles in the past, click View past accounts to see transactions that were charged to an earlier payment method. On the Transactions page, the default view is a detailed transaction view of all transactions for the last 3 months.
