Education Scotland is a Scottish Government executive agency responsible for supporting quality and improvement in Scottish education.

This report presents the findings of a report by Education Scotland: Her Majesty’s Inspectorate of Education (HMIe) on their inspection of Darvel Primary School (short inspection model).

That, in May 2023, a team of inspectors from Education Scotland visited Glaitness School, being the first short model inspection of any of the schools in Orkney since before the COVID-19 pandemic.

All schools are inspected. The size of the inspection team and the length of inspection will depend on the size of the school. In the case of secondary schools, inspection will normally last one week. Education Scotland is also trialling different approaches to inspection and review, including short inspection visits lasting two days.

Now, an initial inspection of a school, on either the ‘full’ or ‘short’ models, normally leads to the publication of three separate but related documents on Education Scotland (n.d.) online public database.

As highlighted above, Education Scotland has indicated that it will adopt the same sampling model for school and other education setting inspections, which was in place prior to the pandemic and will, in addition, place an increased focus on the length of time since the last inspection.

This enables inspectors to respond with greater agility and flexibility as key educational policies and priorities develop. What might a better inspection approach look like? If the goal of inspection is quality assurance and improvement, a far more effective model would be for HMIE to inspect the capacity of local authorities to know and support the improvement of their schools. Local authorities are already responsible for supporting and improving schools.
