Probably just MS issues, But I've also seen odd issues (status code errors) when people are assigned both "viewer" and "admin" (sorry forget the exact terms and am a little to lazy to look right now) rights both in Purview or compliance.
To make a user an eDiscovery Administrator: You will first reach eDiscovery Manager section. If no user is to be selected, you can click Next and Save to go to eDiscovery Administrator section. Next to eDiscovery Administrator, click on Choose user. Search and select the user (or users) you want to add as an eDiscovery administrator.

Reverted back to the old eDiscovery experience and attempted the same hold. It threw this error, which is actually helpful. It states that the name of the hold policy (Legal Hold - All Custodians) has already been used.
