PVG scheme is now a legal requirement - Disclosure Scotland
From today, 1 April 2025, membership of the Protecting Vulnerable Groups (PVG) scheme becomes a legal requirement in Scotland. Any individual who is to carry out a regulated role (paid or voluntary) with children, protected adults or both, must be a member of the PVG scheme, prior to carrying out that role.
The way we access our PVG certificates is changing
Disclosure Scotland is moving to the issue of electronic rather than paper PVG certificates, with immediate effect. From now on, applicants will view disclosure results online, instead of receiving paper certificates. You will have to verify your identity to set up an online ScotAccount to access the result.

New changes to applying for PVG and viewing results online
The deadline to submit new PVG applications is approaching fast. You will only be able to use the existing PVG application link on our mygov.scot website to create new applications until midnight of Wednesday 13 November. From 11am on 18 November, you will be able to make your PVG applications from your Disclosure Scotland online account.
Changes to PVG Legislation | Bowls Scotland 2025
Clubs must ensure no member begins a regulated role before their PVG is confirmed by Bowls Scotland and all club checks are complete. Minimum age to apply for a PVG is now 16. Any role newly falling under the regulated roles criteria has a three-month grace period to submit a PVG scheme application.
