When a government agency, department, or branch is the (group) author, use the most specific agency as the author, if more than one layer of government agency is displayed. Elements of the reference

Follow the wording shown on your report to write your reference (see how the wording is adjusted for the National Cancer Institute example later in this post). Who Is the Author of a Government Report? Most of the time the government department or agency is used as the author for an APA Style government report reference.

Most government reports are authored by groups, such as the National Institutes of Health. See page 288, Section 9.11, APA Manual, 7th ed. for detailed information about how to format references using group authors.

As in all other APA 7th edition citations, if the publisher is the same as the author (which can often be the case for government reports and gray literature), you do not include the publisher in the source area of the reference. If an agency or corporation is the author, the names can be abbreviated after the first in-text citation.

Note: A good tip if you are going to use the same citation a few times in your assignment is to use acronyms. You must explain the acronym in full the first time you use it, followed by the acronym so it is clear to your lecturer what the abbreviation stands for.
